Launched by Udayan Care (an NGO in India, headquartered in New Delhi) in 2014, ICEB is meant for everyone involved in Alternative Care: Adoption, foster care, after care and institutional care - the caregivers, managers and senior functionaries in institutions both governmental and voluntary, professional social workers, mental health experts, researchers, university faculty and students, policy makers - to develop a dialogue on existing systems, legal frameworks possible, social development and mental health care issues, policies and practices, possible adaptations, research findings and studies, which will lead to improved quality of life of OHC children in the South Asia region.
